When a player takes damage, decrease the ATK of all monsters that player controls by half of the damage taken.

When ever a player recieves battle damage, place one Drain Counter on the attacking monster: Monsters lose 500 ATK for each Drain Counter on them.

hmm putting it on the attacking monster seem to even it out a bit.

The burn clause is really important to Relativity Burn as a decktype. Are there other problem cards we can change? I'd rather salvage a decktype than a few cards that need to be fixed.

my issue was with how massive the amount of attack that was lost, if there is a way to restrict it withouth getting too complicated please tell me... my other idea is to put the counters in relativity field, and just decreasing the Attack of opponents monsters but make it all of them

How about this:
Relativity Field
Group: Spell Card
Type: Spell
Icon:Field
If a player takes damage, the opponent of that player selects 1 monster on the field and decreases the ATK and DEF of that monster equal to half the damage.
Counters aren't necessary for these kinds of effects. Now, you can only pick off 1 or 2 monsters at a time, if conditions are right. Plus, if you're being aggressive (direct attacks), you will be forced to lower the ATK and DEF of a monster you control.
Your other idea would make the ATK decrease permanent for every monster they summon which is like a super strong Burden of the Mighty... doesn't really do it for me, sorry XP
