burning tear dragon is shit since it takes 3 materials for either a shitty burn effect or a very situational special summon that will not regain advantage

oh and it's atk/def are abysmal

Tsunami Golem would be hard to use simply because of the lack of Level 5 WIND monsters. Sure, destroying 2 spells/traps is nice, but WIND needs the support.

Also the name implies a WATER or Rock-Type monster, of which this is neither...

Why would I play Material Substitute any other turn which i am NOT going to Xyz summon? Last part is random.

If I guess Right, Material Substitute is likely broke cause Singularity would like a word with you, If i'm wrong, You're allowed to Slap me

I made an attempt to fix all that was mentioned. Didn't do a great job, but i tried. How are they now?

Burning Tear Dragon at least needs a level 4 or lower restriction (or even... level 5 or lower?)

Unsure about Material Substitute. Simply being all-purpose instant filler material seems like a good enough bonus to me, the last part may not be necessary. Who knows.
