You know how the strongest Level 8 Normal monster is Blue-Eyes in the TCG, along with Gene-Warped Warwolf as the strongest Normal Monster, Frostosaurus as the strongest Level 6?
What are the Flagship cards of the format that are allowed to set the standards, and press them a bit?

The strongest lv4 w/o a negative effect has 1900 ATK (several cards)
The strongest Lv6 w/o a negative effect is 2600 ATK (Dark Eagle)
The strongest lv 8+ w/o a negative effect is 3100 ATK(Werelord, Veteran Tyrano)
boundaries may be pressed slightly if need be.
