It's hard to say, as testing hasn't been done as much as the TCG. Though Scrap Destruction, Twin Double Crossers, Enchanting Circle and Chariot of Helios are up on the ban list for a reason.
In short, it really just depends on what deck you're using. What decks are the best? We have a loosely-defined tier system but the same thing; there probably hasn't been enough testing to draw a definite conclusion.

Teach me how to run your cards in YVD so I can get an idea. I don't...really know how to add new sets yet.

None of the cards sea stated are actually good - Twin Double Crossers is a worse Creature Swap, Scrap Destruction is S/T destruction with a 1500 LP cost, Chariot of Helios is useless and not splashable and Enchanting Circle is a worse Mind Control.
Everyone runs Scrap Destruction and Enchanting Circle but no one runs Helios or TDC.

hell i don't even run scrap destruction i dun wanna pay 1500 LP just to destroy a S/T :/ and Chariot of Helios isn't as splashable it was thought to be. I dun really like Enchanted circle either, i never really run it but twin double crosser is not bad though, can be play on either turn but at same time it can be countered by trap negation of course.

Besides, the question asked "what are the best/strongest cards in the CCG". I could only reference the Ban List and generic cards, since cards in archetypes or themes are kind of difficult to judge.
And btw, people DO use TDC. Chariot of Helios, well ok, true.

Chariot of Helios is what Muka-Muka should have been, although it's just a stronger version with awesome destruction evasion capabilities.
