Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) by having exactly 5 WATER monsters in your Graveyard, and cannot be Special Summoned by other ways. When this card is Summoned: place 4 Storm Counters on it. During your opponents End Phase: Remove 1 counter off this card and inflict 500 damage to your opponent. While this card has 1 or more "Storm" Counters on it, monsters your opponent controls cannot declare an attack.

Roaring Waters
Continuous Spell Card
Each turn, the first face-up Aqua, Fish, or Sea Serpent-Type monster you control that would be destroyed by battle, is not destroyed.

So basically Spiritual Forest and Sword of Revealing Light for WATER

omgpokemon

So, something needs to be done about the first one. You have a reusable special summoning beatstick with a swords and burn effect. With cards like Koi Moroi it's easier to control the number of waters in your grave.

I don't know, require a discard or something? Up to you.

Also how does this sound:

During your opponents stand-by phase remove 1 counter off this card and inflict 500 damage.

Just to make the words more simple but not change the effect. They're both virtually the same timing anyways.
