When your opponent Special Summons a monster and you control no "Winged Cyborg" monsters, Special Summon this card from your Hand and negate the Summon. When this card attacks a monster, you can increase this card's ATK by 500 until the End of the Battle Phase.|

If you activate this effect, send all copies of "Winged Cyborg Woodpecker" in your Deck and Hand to your Graveyard. Once per turn, you can banish this card from the Field to negate the Summon of 1 Level-5 o lower monster.|

|Cybernetic Rise|x|xxxx|Spell Card|Spell|||||Select 1 "Winged Cyborg" monster in your Deck. When a "Winged Cyborg" monster you control is destroyed, Special Summon the selected monster.|

|Recycling Laser Scope|x|xxxx|Spell Card|Spell||Quick Play|||Return 1 "Winged Cyborg" monster you control to the top of your Deck. Negate the Synchro, or Xyz Summon of a monster and return it to the Extra Deck.|

|Cybernetic Power|x|xxxx|Spell Card|Spell|||||Send 1 "Winged Cybrog" monster in your Deck to the Graveyard. Increase the ATK of 1 "Winged Cyborg" monster on the Field equal to the sent monster's Level x200 until the End Phase.|

When Icarus SS itself and negates the summon, is the negated summoned monster returned to wherever it was going to be summoned, or....

No, just no, as a whole you said they were all rushed and it shows XD. I say redo each one and make them alot more balanced. Note: this post is ment to serve as a reminder to fix just about all of these.

Maybe better if you don't negate the summon and have some other effect there instead? +2'ing from this can be brutal. Possibly "Special Summon this card from your hand and negate that monster's effect" or something

Abusable - SS itself, deckthin and negate a summon in the end. Need to find a way to keep this inside its archetype and not become a Staple for Control decks

Is deckthinning as bad since we don't have Exodia variants in here and it works mostly for the Winged Cyborgs? like, Generic deckthinning yeah, could be a problem, but...like...

Looking back it would actually be OK. I was thinking of people who would run 3, draw into one and mill the other 2 from their deck. But I have to consider the possibility of drawing some in your opening hand, thus making you lose hand advantage.
