Thing is the card is just so powerful, Limiting would put a cap on it easier. Think about it - if you drew into one Reign (which isn't that hard if you have 3), activate spells, draw a bunch, you'll probably draw into another. Then, it wouldn't matter if your opponent destroyed it.

but while it limit to controlling 1 card on the field, it cut back at least 2 more draws than having at 3 if you have 3 of this face-up
