Def: 1500
This card is also treated as a Pyro-type monster. You can banish this card from your Graveyard to Special Summon a Level 3 or lower "Phoenixian" Monster from your Deck. You can banish this card from your hand to use it as Synchro Material for a "Phoenixian" Synchro Monster.

New targets for effects: Phoenixian Sunflower, Thorn, Tulip, Flytrap, Garden Weed, Middlemist Camelia, Nightbloom and Flower. Instead of any Level 3 or lower monster in the game.

I might be missing the point of Flower, but I don't think it needs to sit on the banlist as much as it should.

ahahahah, with the deck's current ability, i can just loop this with flytrap and such cards. Still too abusable, you might want to make it once per duel.

I'd rather have it as a once per duel deal. This completely kills the card.

Once per duel seems reasonable.
Which reminded me about Spore. "Each player can only activate the effect of "Spore" once per Duel."

Does that mean if you activate Spore first their spore's effect is negated?"

No, the opponent still gets their "once per duel"
