So this applies to multiple monsters being summoned in the same chain?

Yes, though this is a speculated card being uncontrolled in a way whereas it force you to do and forced you activate it. That being said, there still some way to get around it but there would have to be a lot of uncontrolled S/T to warrent such effect of cold feet although there can be more of uncontrolled or neutral continuous effects of S/T to temporarlly disable but still.
