I think it's balanced. Probably a synchro or tribute buff, but nevertheless, the first effect prevents most hoopalah without some solid protection. The timing for returning at the End Phase is perfect, as it becomes a very vulnerable but valuable asset. Returning to the deck prevents dump abuse. It's worth a shot.
