During either players' turns, You can banish 1 monster in your Graveyard to target 1 monster your opponent controls; place an Ice Counter on that target. All monsters with an Ice Counter(s) cannot target this card for attacks or card effects. During each of your Standby Phase, if there a monster your opponent controls with an Ice Counter(s); gain 800 Life Points for each monster with an ice Counter(s).|

Ice Counters <3
This is alright, but I don't think that "3 or more monsters" is necessary. It's not all that strong and exists only for stall, so pile on the effects. Does the last sentence stack for each monster? If not, it should
