Field Spell Card
During each player's End Phase, destroy the turn player's face-up monster with the highest ATK (if they control a face-up monster). Then that player Special Summons the monster from their Graveyard with the lowest ATK.
Rulings: The second effect is not dependent on the first. If you control no face-up monsters, you end up special summoning the monster from your graveyard with the lowest ATK.

Then this can become a potentially broken card for any stall or otk deck with your ruleing. Also that ruleing makes no sense as it state the "then" clause which highly implies that the first effect must mandatorily go off. Also not to mention this card is a free Hammer shot every turn. And can drastically change the course of any game. This is just a card that doesn't need to be made. Sorry bro.

that's ok, it was sort of experimental anyway. I most likely will not try to submit it.
