I like Jugernaut, but I feel that Oak's level changing effect would be hard to take advantage of...

Fertile Juggernaut should probably be once per turn.
Oakmaw is nice.
Right, since we expect most people to use a full Extra Deck, this would be 7100 ATK in most cases.
As much as I like anti-Extra Deck toolboxing, it's hard to encourage people to run less cards in their extra deck than maximum because of 1 card. So this card will almost always have massive ATK power.

it was supposed to be 1pT but I didn't add that part by accident.
So should I reduce Seiryuu's ATK?

yeah either the ATK or ATK gain.
