Missing the Timing Empty Missing the Timing

Let's put a nail through this coffin since konami never has ;P Basically the only reason missing the timing is around is because there hasn't been any definite timing where people decide to activate that "you can...." effect (unless it was on the end of the chain, where it doesn't matter).

let's take Dark Wish for example.

Dark Wish
Fiend/DARK/Lv1/0/0
When this card is sent to the Graveyard, you can send 1 Level 2 or lower DARK monster from your Deck to your Graveyard.

Normally if an effect activated at the same time it was sent to the graveyard, Dark Wish would miss its timing (just like Poison Draw Frog in the TCG). For some reason this includes tributing and synchro material.... this makes it rarely usable.

BUT, maybe if we put in a ruling:

For "You can...." effects, the player decides whether to use the effect or not at resolution.

This would mean that even card effects you DON'T want to use would start a chain. Could be helpful to hardcore counter trap decks but possibly harmful to ordinary decks (negating an effect the opponent never wanted to activate anyway). But it would be the easiest to remember and keep track of.

Another possibility is:

For "You Can...." effects, the player decides whether to use the effect or not at activation, the same time any costs are payed (before any cards can be chained).

This would have the opposite effects as the one above. It's harder to keep track of, but it could be easier to remember since it's the same timing as card like Legend of Yata-Garasu (choosing one of the following effects....)

So, which one looks more appealing? I personally lean toward the first one, but let's hear some more ideas. I might have got some of the rulings wrong xD

Or...

"When + "You Can"

is treated the same as

"If" + "You Can"

To solve the entire problem.

"When + Mandatory effect" = not miss timing as well as "If + Mandatory"
