Oh, you can't tribute opponent's cards to activate this card. Makes more sense now.

I think it's supposed to specify the place where the to-be-banished monster has to be in order to be banished for the cost.

"you control" already specify a monster on your side of the field generally but that phrase is long and it take up space in the text box, so that why they going with "you control" phrase instead :/
