Spare Shot
Group: Trap Card
Type: Trap
When a monster you control attacks: Target that monster; negate that target's attack, then inflict damage to your opponent equal to half the ATK of the target.

Select 1 monster you control whose attack was negated, or whose battle damage was prevented by a card effect: inflict damage to your opponent equal to the ATK of the selected monster + 1000.
I can't think of any cards or decks that benefit from aborting your attacks to inflict half as much effect damage. I'm not even sure what deck my new suggestion would work with.

During the Battle Phase, when a monster you control attacks, and their attack is negated, or the battle damage they inflict is reduced or prevented by a card effect, select the attacking monster: inflict damage to the opponent equal to that monster's ATK.

I believe the card was for inflicting direct attack-like damage when you couldn't otherwise.

So, I has idea
