If 4 or more monsters are banished this way, Special Summon the selected monster from your Graveyard, and increase its ATK by an amount equal the opponent's banished monster with the highest ATK.

Although it's not a big change, don't think this one needs to be buffed. It's chainable to reborn-like effects which is pretty sweet.

Which reborn like effects does it primarily get used on?

Isis' Last Wish is the only one that comes to mind. But that's just an example.

Lifeseed Fairy (which will probably be pretty awesome when people start playing it)
Cacus
Tidal Turtle
Moroi
etc..
