Archivist cannot be Flip Summoned on the turn it's effect is activated.

example: control face-up archivist that has not been summoned during present turn. activate archivist effect to flip it face-down. using the manual flip summon permitted, you can flip summon and permit use of its effect again.

only if the card clearly states a condition when its effect can not be applied can it really be ruled as such, otherwise text of the card takes precedence on the matter. at the moment, archivist can be flip summoned and apply its effect.
