Buffed how? It's already better than Veiler.

Iirc it's wording is not the wording for trigger effects, meaning you can only use it during your turn.

and do they not know that the ygo rule of thumb is to follow the cards text?

it wouldn't even be an ocg change it'd be a buff because it clearly is a trigger and should have been ruled as such

It's been ruled as such because this was back in the LCCG dark ages where the literacy rate was low and people passed stories, legends and card rulings orally.

Basically, context trumped OCG sense. Everyone expected a Veiler remake, someone made one, and it's been used like that ever since.
