Considering they are both the most powerful Level 12s in the current game. Which one fares out to have more power advantage over the other?

This card is treated as a level 20 monster at all times. This card cannot be Normal Summoned or Set, this card cannot be Special Summoned except by this cards effect and cannot be Special Summoned by other ways. You can Special Summon this card from your hand by banishing 1 level 7 or higher Machine-Type "x1" monster you control and 2 level 4 or lower "x1" monsters from your Graveyard. You can Special Summon this card from you Banished pile by returning Machine-Type "x1" monsters from your Banished Pile to your Deck who's total combind levels equal 16 or more. As long as this card is face-up on the field during your Draw Step before you draw you may add 1 Machine-Type "x1" monster to your hand instead of conducting your regular draw. Once per turn you can discard 1 "x1" monster from your hand and all monsters on the field with a level lower than or equal to the discarded monster are treated as Tuner monster untill the End Phase of this turn. During the End Phase of each players turn you may destroy 1 face-up tuner monster on the field. This card is uneffected by the effects of Tuner and Synchro monsters. If this card would be destroyed you can banish "x1" monsters whos total levels equal 20 or more from your hand, field, and or Graveyard to prevent this cards destruction.

Cannot be Normal Summoned or Set. Cannot be Special Summoned except from the hand by returning 20 Zombie-type Monsters in your Graveyard to your deck. You can send 4 different Zombie-type Monsters in your Graveyard to the deck to destroy all other cards on the field. During the End Phase, send the top 4 cards of your deck to the Graveyard.

morte can OTK but with arguably harder but costless summoning condition, when Dragon lord is pure insanity with somewhat easier summoning condition, but needs field set up. Both are quite dead in the hand in the early game though.
Still, vote to Morte, for the card's potential if something like magical merchant is released.

*Immunity to Tuner and Synchro Monster's effects.
* Banishing x1 Monsters to total up to 20 Level Stars can prevent it's destruction.
* Add x1 Monsters directly during Draw Phase.
* Destroys Tuner Monsters during the End Phase, can turn all other monsters on the field into Tuner Monsters.
* Simple method of Special Summoning, from hand or while banished.
Disadvantages
* Turns your opponent's, and your own, monsters into Tuner Monsters, making synchro summoning difficult due to abundance of Tuners, or easy, due to abundance of tuners.

As it is it can actually be Summoned about Midgame to lategame if done right. but after that it may be easily thwarted so that's bad. I know Werelord pull it off in midgame before when i dueled with him but i forgot the outcome at the time >_<
Morte is, tbh, a bit too lategamed but making it 15 instead of 20 would consider it broken? only that if the sending Zombie to the graveyard is much faster than anticipated.
