Seems okay, well, just until somebody figures out a nice loop to Summon a monster over and over again.

but at least it mostly capped at 4 draws reliably.
maybe make it so you can only control one of them.

hmm, i think it's a bit better now. i mean, on the not broken part. if you do the once per turn clause, i think it can stay at level 4, since 5 made it not worth the effort actually.
tributing is a -1, you then might draw 1 card, and at the end of the turn, it's sitting at 500-1500 ATK. well, you can draw on your opponent's turn, but overall, at 5 stars it's too slow and kinda beaten its whole purpose methinks as either a draw engine or something kinda similar to MaxxC.

Just limit the amount of counters it can gain, or how many it can gain in one turn then it shouldn't be getting 15,000+ ATK and what not.

it gains a counter when monster with more attack than it is summoned, so it's fairly well limited IMO.

I think the card reviewers failed to realize that this card only gains a counter when the monsters summoned have more attack than Raving Mage...

ss chiptune, search galen draw
discard galen add rogue
normal summon rogue -> ss galen from grave, draw 2 (one for each)
synch mezzo's for maelstrom draw
draw 4 + maelstrom = pretty broke. and that's only the first thing that came to mind. so don't ever get rid of the once per turn restriction. (i don't think the original had the same restriction)
