Seems pretty interesting, I'm sure Sea could use this in some nifty control deck.

|Ripping Tide||XXXX|Spell Card|Spell|||||Activate this card while your opponent controls two or more face up defense position monsters. Your opponent loses x100 lifepoints for each face up defense position monster they control.|

That's kinda weak, considering it needs your opponents monsters to be in a specific state for activation. The burn should be made more worthwhile for that case, maybe 1000 for each defence position monster.

|Bubble Encasing||XXXX|Trap Card|Trap|||||Select a monster your opponent controls, it is changed to a Level 0 WATER monster with 0 ATK and 0 DEF until the end phase.|

Considering you would normally use this in response to an attack, it basically takes the form of Dimension Wall/Sakuretsu Armor with the bonus of being a bit of both. I kinda like it, moreso if it were to be used in a more versatile manner.

|Bubble Pop!||XXXX|Spell Card|Spell|||||If your opponent tributes a WATER monster for a Tribute Summon, your opponent recieves x300 damage for the level of the summoned monster.|

I don't understand how this would work. Being a Normal Spell, this would respond to things well outside its reaches. Would make much more sense as a Continuous Spell/Trap. Again, I feel the burn should be increased as there is a decided lack of Tribute Summoning in the game - increased burn (x500 perhaps) would be more fitting for a card that requires an uncommon event to take place.

|Bubble Blower||XXXX|Sea-Serpent/Effect|WATER|2||200|300|When your opponent special Summons a monster, the selected monster is changed to a Level 0 WATER monster with 0 ATK and 0 DEF until the end phase.|

I really like this one. Against the right deck, this would be quite threatening as it would almost immediately shut down extra deck bosses, as well as in-deck monsters like Deep Chaos and Savior and allow you to build up your resources with some protection.
